The
Franklin County Regional Housing and Redevelopment Authority (HRA) seeks
proposals from qualified consultants to assist the agency with organizational
assessment and strategic planning. The services to be provided include a full
assessment of HRA’s capacity to reduce homelessness, improve the quality of
existing housing, enhance housing stability, improve efficiency and
effectiveness of affordable housing services, and address critical community
development needs in Franklin County.
The assessment will be conducted through review of agency reports;
interviews with key personnel and other stakeholders; comparison of HRA’s
performance and costs relative to industry standards; and other means as
outlined in the full request for proposals (RFP). The consultant will also explore the
feasibility, benefits, costs, and risks associated with options to enhance
capacity and meet the agency’s goals.
Deliverables for this service include a written report detailing the
findings of the assessments, recommendations, and next steps in addition to a
presentation to key stakeholders.

August 11, 2014. Due to the complicated nature of the services to be provided,
interested parties are encouraged to obtain the RFP as soon as practicable.
The
HRA Board of Commissioners must approve the award of a contract. HRA reserves the right to reject any or all
proposals received in response to this RFP.
